Background

The Government of the United Kingdom, through the Foreign, Commonwealth and Development Office (FCDO), in partnership with Indonesia’s Ministry of National Development Planning (BAPPENAS), is implementing the second phase of the Low Carbon Development Initiative (LCDI) for the 2023–2027 period. This program, managed by Oxford Policy Management Limited (OPML), aims to support Indonesia’s transition toward a low-carbon economy by strengthening policy frameworks, integrating climate actions into development planning, and piloting innovative technologies at subnational levels.

One of the initiatives under LCDI is the Innovation and Technology Fund, which supports the deployment of pilot projects to demonstrate scalable, low-carbon solutions. As part of this initiative, a pilot project will be implemented in Samosir Regency, North Sumatra, focusing on improving rice productivity through the use of solar-powered irrigation systems. The main challenge in this area is the limited availability of irrigation water, which restricts rice cultivation to a single harvest annually.

To proceed with system construction, OPML, on behalf of the LCDI program, is launching this Pre-Qualification (PQ) or Expression of Interest (EoI) process to identify eligible and capable companies / consortia that can participate in the upcoming tender for Installation of Solar Power Water Pump System for Sustainable Agriculture, Samosir Regency, North Sumatera, Indonesia.

About the Pre Qualifications (PQ) or Expression of Interest (EoI).

LCDI program invites qualified firms / consortia to express interests for the Engineering, Procurement, and Construction of Solar PV Water Pumping Systems for sustainable agriculture in Sibonor Ompu Ratus and Pakpahan Village, Samosir Regency, North Sumatera, Indonesia. Application Submission

Interested firms / consortia to submit interests and other documents as outlined in EoI document, including Annex 1 – Letter of Intent (LoI), Annex  2 – Bidder Information Form, and Annex 3 – Qualification Form (please use the template).

Interested bidders must complete and return their EOIs  on or before 6 July 2025, by 23:00 Western Indonesia Time (WIB).
